● يشمل مفهوم أئمة المسلمين الولاة والحكام والعلماء وأهل الرأي والمشورة.
● يتولى أئمة المسلمين المسؤولية عن قيادة المسلمين وتوجيههم في الشؤون الدينية والسياسية والاجتماعية.
